Chapter General Provisions

Article 1 In order to promote the development of international student education and strengthen the management of international students, adhering to the principles of taking into account convergence of management and cultivation with domestic students and the special characteristics of international students, as well as the actual situation at school, these Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, the Regulations on the Administration of Students in General Institutions of Higher Education, the Administrative Measures for the Admission and Cultivation of International Students, the Entry and Exit Administration Law of the People's Republic of China and other relevant regulations.

Article 2 The international students referred to in these Regulations are foreign citizens who hold foreign passports and receive academic or non-academic education in our school.

Chapter  Management System

Article 3 The responsibilities and division of relevant departments of the school.

1. Foreign Affairs Office: It is responsible for the procedures of international students coming to China and staying in China, as well as the foreign-related management affairs; assist the Admission and Employment Office, Academic Affairs Office and Student Affairs Office in the enrollment and daily management of international students.

2. Admission and Employment Office: It is responsible for international student enrollment promotion, student source examination and admission.

3. Academic Affairs Office: It is responsible for organizing and coordinating the schools to formulate and review the cultivation program of international students, and guiding the daily teaching, registration, examination, grade management and graduation qualification examination of international students.

4. Student Affairs Office: It is responsible for the daily life management of international students.

5. Security Department: It is responsible for the safety, security and stability of international students, the safety education and management of international students, and assisting the relevant departments of Changzhou Public Security Bureau to deal with various foreign-related cases (incidents) according to the law.

6. Finance Department: It is responsible for the approval of international students' fees and tuition collection.

7. Logistics Department, Assets and Procurement Management Department: They are responsible for the logistic service and guarantee work of international students.

Article 4 The schools receiving international students are responsible for the teaching and daily education management of international students.

Chapter  Student Management

Section 1  Entry, Exit and Residence Permit

Article 5 The Foreign Affairs Office shall assist international students in the entry, exit and residence procedures.

Article 6 International students shall hold valid passports and X1 visas for enrollment procedures. If the duration of study is more than six months, the student shall apply for X1 visa from the Chinese visa authorities abroad with the Visa Application Form for Foreign Students Studying in China (also known as the Form JW202), the Admission Notification” issued by the school and the Medical Examination Form for Foreigners.

Article 7 International students who have studied in the school for more than 6 months must go to the health and quarantine department of the city to confirm the Foreigner's Physical Examination Record within the specified period. Those who cannot provide the Foreigner's Physical Examination Record must undergo medical examination at the Entry-Exit Health Inspection and Quarantine Bureau of the city. Those who are confirmed to be suffering from diseases that are not allowed to enter China under the laws of China shall leave immediately and return to home countries.

Article 8 Foreign students suffering from mental diseases and infectious diseases shall be disqualified from entering school. New students suffering from other diseases and diagnosed by the state-designated health and quarantine department as unfit for studying in school may reserve their enrollment for one year and leave and return to their home countries within one month at their own expense. After recovering from treatment during the period of reserved admission, they can apply to the school for admission and have their admission reviewed or confirmed by the designated health and quarantine department. Re-examination meets the requirements of the medical examination, you can re-apply for admission; those who fail the re-examination or do not apply for admission without any reason, the admission status will be cancelled.

Article 9 International students who enter the country with X1 visa must apply for Residence Permit for Foreigners at the Exit-Entry Administration Department of Changzhou Public Security Bureau within 30 days from the date of entry. If there is any change in the items on the residence permit during the study period, they must go to the Exit-Entry Administration Department of Changzhou Public Security Bureau for the relevant change procedures within 10 days of the change.

Article 10 International students who leave the country temporarily during their study must be approved by the school and report to the Foreign Affairs Office. International students shall leave the country within the specified time after graduation, completion or withdrawal. The Foreign Affairs Office shall promptly notify the Exit-Entry Administration Department of Changzhou Public Security Bureau of the international students who have been expelled from school and shall collect their foreigner residence permits or shorten their stay in China according to the law and supervise their departure for a limited period of time.

Section 2  Enrollment Management

Article 11 The Foreign Affairs Office, in cooperation with the Admission and Employment and the Academic Affairs Office, shall improve the corresponding education and teaching conditions and cultivation capacity and recruit international students independently in accordance with the relevant regulations of the state.

Article 12 The Foreign Affairs Office shall follow the matters and procedures stipulated by the educational administrative departments of the State Council to record in the relevant provincial and municipal departments.

Article 13 The school provides academic education and non-academic education for international students. The category of accepting academic education is Diploma Program; the category of accepting non-academic education is: Chinese Language Program.

Article 14 The school independently determines the enrollment plan and majors of international students according to the school conditions and cultivation capacity, except for those otherwise stipulated by the state.

Article 15 The Foreign Affairs Office shall assist the Admission and Employment Office in formulating and announcing the enrollment prospectus of international students in accordance with the national enrollment regulations, and shall recruit international students in accordance with the conditions and procedures stipulated in the prospectus.

Article 16 The Foreign Affairs Office shall examine the admission qualifications and financial guarantee certificates of foreign nationals who apply for admission and conduct examinations or tests on them. The admission of international students shall be decided by the Office of Admission and Employment. School is not allowed to enroll those who do not meet the admission requirements.

Article 17 The school can accept international students admitted by other schools or transferred from other schools with the consent of the original enrollment school.

Article 18 The Foreign Affairs Office and the Office of Admission and Employment shall assist the Finance Department in formulating the fees and standards for international students, which shall be executed in accordance with the relevant national regulations, and all fees shall be denominated in RMB.

Section 3  Enrollment

Article 19 New students who have been admitted according to school's regulations, with the admission notice, Visa Application Form for Foreign Students Studying in China and Foreigner's Physical Examination Record, shall go through the admission procedures at school according to the relevant requirements.

Article 20 Those who do not register to the school after the deadline without any reason shall be disqualified from enrollment; old students shall come to school for registration procedures at the prescribed time, and those who cannot register on time for any reason shall apply for a leave of absence from the school. New students who do not report or register without leave or after a leave of absence of more than two weeks (including two weeks) will be deemed to have abandoned their enrollment status, except for force majeure and other legitimate reasons; old students will be deemed to have automatically withdrawn from the course.

Article 21 At the beginning of each academic year, international students should pay the registration fee, tuition fee, accommodation fee, insurance fee and other related fees within two weeks from the date of arrival, and those who fail to pay the above fees or otherwise do not meet the registration requirements will not be registered; if the fees are not paid before the expiration date of the residence permit, the procedure of extending the residence permit will not be applied.

Article 22 The newly enrolled international students shall be unified to go to the Exit-Entry Administration Department of Public Security Bureau to implement face-to-face meeting and apply for visa. For the students who have changed their passports or had their passports replaced, they must declare their accommodation registration at the Public Security Bureau and apply for visas at the Exit-Entry Administration Department after they have obtained their new passports. Old students who cannot continue their studies for any reason after paying the fees must go to the  Exit-Entry Administration Department to shorten their residence permits before they can go through the procedures related to withdrawal.

Article 23 International students who meet the conditions of our school and request to transfer to our school must consult their original schools, and the original schools must issue the transfer certificate and go through the relevant transfer procedures before they can apply for enrollment.

Article 24 International students who need to suspend their study due to special circumstances can apply for academic registration reservation. In general, the retention of academic status is limited to one year. Scholarship students will not be treated as scholarship students during the period of academic reservation.

Article 25 International students must purchase medical insurance and accident insurance at their own expense. The purchase of insurance is assisted by the Student Affairs Office and the Foreign Affairs Office.

Section 4  Campus Order and Social Management

Article 26 The school educates and manages international students in accordance with the relevant national laws and regulations and the regulations of the school. International students shall abide by the laws and regulations of China and the regulations and discipline of the school, and respect the social morality and customs of China.

Article 27 International students shall consciously maintain the social order and the teaching and living order of the school. They shall abide by the regulations of public places, be civilized and polite, be hygienic, protect the environment and take care of public property and infrastructure.

Article 28 The school encourages international students to participate in the cultural and sports activities organized by the school, and international students can also voluntarily participate in the celebrations held on major festivals in China.

Article 29 With the approval of the school, international students can establish friendship groups on campus and operate within the scope of the laws and regulations of China and obey the leadership and management of the school. International students shall apply to the competent department of the Chinese government for the establishment of inter-school and inter-regional organizations.

Article 30 The school adheres to the principle of separation between education and religion. No organization or individual shall conduct religious activities at school.

Article 31 International students shall abide by the provisions of the relevant laws and regulations in China when publishing, associating, assembling, marching, demonstrating, etc. in China.

Article 32 International students may, with the approval of the school, hold activities to celebrate important traditional festivals of their home countries in the places and areas designated by the school, provided that they do not have contents that oppose or attack other countries or violate public morals.

Article 33 International students shall not be employed, engage in business, or engage in other business activities during their study period. If international students need to participate in off-campus internship in relevant enterprises due to the need of professional training, the internship unit will issue a certificate of acceptance of the internship. The school will issue a certificate of enrollment and consent to participate in the off-campus internship, and apply for a residence permit for the study category with an additional internship in the  Exit-Entry Administration Department.

Article 34 During the study period, international students shall consciously abide by the rules and regulations of the school and shall not engage in any activities that are incompatible with student status. Alcoholism, gambling, fighting and brawling, illegal working, drug abuse, drug trafficking and other undesirable behaviors and all illegal and criminal acts are strictly prohibited.

Article 35 International students should enhance their safety awareness and self-protection, observe traffic rules, pay attention to travel safety, be familiar with the common sense of driving on the right side in China, and strictly forbid to travel on motorcycles and non-operating vehicles. International students should pay attention to fire and theft prevention, raise awareness of earthquake prevention and emergency response, memorize alarm and help phone numbers and how to use them, and master the common sense of self-help and mutual help. Do not swim in rivers or engage in other dangerous activities without safety measures or professional guidance. International students are not allowed to leave school for travel or part-time job during the school hours, otherwise they are responsible for all the consequences.

Section 5  Discipline and Treatment

Article 36 During the study period, international students who violate the school rules and regulations will be dealt with by the school with reference to the relevant regulations of the higher level and the relevant provisions of the Regulations on Disciplinary Punishment for Students of Jiangsu Urban and Rural Construction Vocational College. Treatment will be given depending on the severity of the circumstances: warning, serious warning, demerit, probation, up to expulsion from school; if there are illegal and criminal acts, will be handed over to the Public Security Bureau to deal with.

Article 37 International students are responsible for any safety problems, personal injuries, property and economic losses or injuries to others caused by their own reasons or misbehavior on or off campus.

Article 38 The Security Office will work with the public security and judicial organs to deal with the international students who violate Chinese laws and regulations and relevant provisions, endanger China's security and disrupt the social order and other illegal crimes.

Article 39 These regulations shall be interpreted by the Foreign Affairs Office and shall come into force from the date of issue.
