Chapter 1 General Provisions

Article 1 These regulations are formulated in accordance with the Administrative Measures for the Admission and Cultivation of International Students, the Quality Standards for International Students in Higher Education(Trial) and the Regulations on Students’ Status Management of Jiangsu Urban and Rural Construction Vocational College and other relevant documents to regulate the management of international students, maintain the normal educational and teaching order of the school, ensure the smooth study and life of international students and promote the development of international student education in the school.

Article 2 The international students mentioned in these regulations refer to those students with official academic registration who are admitted to the school with the approval of the Ministry of Education or Jiangsu Education Department.

Chapter 2 Admission and Registration

Article 3 International students admitted in accordance with the national regulations shall apply for admission in the Foreign Affairs Office and the Student Affairs Office within the period stipulated by the school with the Admission Notice and the Visa Application Form for Foreign Students Studying in China. If the student cannot enter China on time for any reason, he/she should apply for leave to the Foreign Affairs Office in writing with relevant supporting documents, and the time limit for leave should not exceed 2 weeks in principle.

Article 4 After admission, the Foreign Affairs Office will organize the relevant functional departments of the school to examine the students' admission qualifications, health conditions and certificates in accordance with national regulations.Those who have passed the examination will be registered electronically and obtain a student registration, which will be reported to the Academic Affairs Office and included in the management of the Academic Affairs Management System. Those who fail to pass the examination will be dealt with by the school according to the circumstances, until the admission qualification is cancelled.

Article 5 Before the start of each semester, international students must pay tuition fees according to the registration regulations and apply for residence permit, insurance and academic registration with the proof of successful payment. After successful registration, international students should go to their schools for course selection, retake courses or log in the Academic Affairs Management System to select courses by themselves.

Article 6 International students who do not pay the required fees or otherwise do not meet the registration requirements will not be registered. Those who cannot pay the fees within the specified period due to financial difficulties or other reasons can be suspended for a maximum of six months upon their written application and approval by the school, and those who fail to pay the fees after the deadline will be automatically withdrawn from the college and their residence permits will be reported to the public security department for cancellation. International students who have been cancelled must go through the procedure of leaving the college and leave the country within two weeks.

Chapter 3 Duration of Study and Years of Study

Article 7 The academic system for international students is generally three years, and the school implements a flexible academic system with a maximum of six years of study.

Chapter 4 Courses and Credits

Article 8 The various courses set by the college are all set with a certain number of credits in the professional talents cultivation programme (referred to as the cultivation programme).

Article 9 Credits are the units for calculating the amount of learning of students; A and B classes are uniformly counted as 16 hours for one credit, and C classes are counted as one credit per week. The specific credits of each course are detailed in the cultivation program, and the corresponding credits will be obtained after passing the course examination.

Article 10 The courses taken in school are divided into two categories: compulsory courses and elective courses, which international students should take in accordance with the cultivation program. The credit requirements of each major are detailed in the cultivation program.

Chapter 5 Electives and Exemptions of Courses

Article 11 Principles of elective courses

(1) International students shall select courses according to the requirements of the cultivation program and the selection procedure.

(2) International students should select courses according to the systematic and coherent nature of the courses, and take the first courses before the subsequent ones.

(3) International students can choose their own courses, class time and lecturers according to the characteristics of their majors. They are allowed to take the same course that is higher than the requirements of the cultivation program of their major, but are not allowed to take the same course that is lower than the requirements of the cultivation program of their major.

(4) The amount of study for international students is generally appropriate to complete the number of credits stipulated in the cultivation program each semester. International students may make corresponding adjustments according to their actual situation, but the total number of credits to be taken in each semester cannot exceed 35 or be less than 15.

Article 12 Course Selection Procedures

The specific course selection procedures will be carried out in accordance with the relevant regulations and course selection notices of the college.

Article 13 Course Exemptions

(1) International students are exempted from the following courses: military training, ideological and political theory courses, and physical education courses.

(2) International students whose country's official language is English are exempted from English courses. Those with an English level of IELTS 6.0 or TOEFL 80 can apply for exemption from English courses. Applicants must submit written applications to their schools within one week after the commencement of the academic year with relevant certificates, and then report to the Academic Affairs Office for record after examination.

Chapter 6 Course Assessment and Grade Evaluation

Article 14 International students must study and be assessed according to the courses arranged by the college and the courses they have chosen. The examination results are assessed according to a percentage system or a five-level system (excellent, good, moderate, pass, fail) and recorded in the academic file.

Article 15 The assessment and grade evaluation methods of each course shall be carried out in accordance with the course standards, and the teacher in charge of the course shall announce the assessment methods and grade evaluation methods to the students at the beginning of the course.

Article 16 International students are not allowed to take the examination of unselected courses (except for uniformly allocated courses), and the examination results will not be recognized for students who do not have the qualification to take the examination without permission.

Article 17 The conversion method of the five-grade system of examination results: excellent - 95, good - 85, moderate - 75, pass - 65, fail - 55

Article 18 The college will organize a make-up examination before the start of the next semester for students who have failed the examination (no make-up examination will be arranged for practical sessions, which must be retaken). The courses that still fail after the make-up examination should be retaken, and there is no limit to the number of retakes within the year of study. No make-up exams will be arranged for elective courses, and those who fail can repeat the course or take other corresponding courses.

Article 19 When international students are unable to attend a course examination due to special reasons, they may apply to their schools for a deferment before the examination. Applicants for deferment should submit written applications and relevant certificates to the Academic Affairs Office for approval after being signed by the supervisor of their school. The deferred examinee should attend the examination of the same course nearest to him/her.

Article 20 International students who miss more than half of the amount of experiments, internships, designs, assignments, etc. that should be completed, or miss up to one-third of the classes, or fail the in-class lab test, the college has the right to cancel their assessment. Students who are disqualified from the examination shall not be allowed to take the semester examination of the course and their grades shall be recorded as failing.

Article 21 International students should strictly abide by academic ethics in courses that are assessed by writing papers and reports, and should not plagiarize other people's achievements. Once it is verified, the grade of the course will be recorded as 0.

Article 22 International students taking examinations shall strictly abide by the rules of the exam room. Any cheating behavior will be punished in accordance with the relevant regulations of the Regulations on Disciplinary Punishment for Students of Jiangsu Urban-Rural Construction College.

Article 23 International students who cannot attend the activities stipulated in the cultivation program on time shall apply for leave in writing to their schools and the Academic Affairs Office in advance. Those who are absent without approval shall be given educational criticism according to the relevant regulations of the college, and those with serious circumstances shall be given corresponding disciplinary action according to the regulations.

Chapter 7 Change of Major and Transfer of Studies

Article 24 International students shall be enrolled in their majors according to their admissions.

Article 25 International students may apply for changing their majors under one of the following circumstances:

(1) They really have outstanding strengths in a certain discipline and a change of major can give more play to their strengths.

(2) After admission, it is found that they have certain diseases or physiological defects, which are proved by the medical unit designated by the college that they cannot study in the original major but can still study in other majors of the college.

(3) If the school recognizes that there are special difficulties or reasons other than your own, you will not be able to continue your studies without changing your major.

(4) The school has decided to adjust the major appropriately due to changes in the demand for talents in the society, and has obtained the consent of the students.

(5) Any other cases that meet the requirements for transferring majors.

Article 26 The transfer of majors for international students is not restricted by the transfer of majors of the schools, but should comply with the relevant regulations of the college.

Article 27 Before the start of the third semester, international students shall apply to their schools and fill in the Application Form for Changing Majors of International Students of Jiangsu Urban and Rural Construction Vocational College and submit it to the Academic Affairs Office and Foreign Affairs Office for approval and record.

Article 28 The school accepting international students to transfer will recognize the courses originally taken by the students according to the requirements of the cultivation program of the new major.

Article 29 International students shall complete their studies in the college. If, due to illness or special difficulties, they cannot continue their studies at the college or cannot adapt to the requirements of the college, they can apply for transferring to another school, which shall be carried out in accordance with the relevant regulations of the competent educational departments and the college.

Article 30 International students are not allowed to transfer to another school if they have any of the following circumstances.

(1) Those who have enrolled for less than one semester or one year before graduation;

(2) Those who should be withdrawn from school;

(3) Other unjustified reasons.

Article 31 International students must apply for transferring to other schools by themselves, explain their reasons, and be approved by the college and the school to which they intend to transfer; the new school shall be responsible for examining the transfer conditions and relevant certificates; if the new school thinks that the transferring students meet its cultivation requirements and the school has the ability to cultivate them, the decision shall be made by the general meeting of the president of the new school or a special meeting; the procedures of transferring international students shall be completed at the end of the semester in which they apply for transfer.

Chapter 8 Suspension and Reinstatement of Studies

Article 32 International students shall be suspended from their studies if they have any of the following circumstances.

(1) Due to injury or illness confirmed by the designated hospital, international students should be suspended for treatment and recuperation for more than one-third of the total credit hours of a semester;

(2) The period of leave of absence in a semester exceeds one-third of the total credit hours.

(3) For special reasons, the student applies for or the school deems it necessary to suspend study.

Article 33 The suspension of international students is generally limited to one year (Due to injury or illness, the students may be suspended from studies for two consecutive years with the approval of the school), and the cumulative period shall not exceed two years.

Article 34 International students applying for suspension should submit a written application by themselves, fill in the Application Form for Suspension/Reinstatement/Withdrawal of International Students of Jiangsu Urban and Rural Construction Vocational College and offer relevant certificates, which shall be reviewed by the competent leaders of the school and reported to the Academic Affairs Office and the Foreign Affairs Office for approval.

Article 35 Once the suspension of study is approved, the international student shall complete the suspension procedures and leave the college and the country within two weeks from the date of approval. School shall report to the public security department to cancel their residence permits in accordance with the regulations, and retain his or her status at the same time. During the period of suspension,international students do not enjoy the treatment of students studying on campus, and the medical expenses are borne by themselves during the sick leave.

Article 36 Students who resume their studies shall be dealt with in accordance with the following provisions.

(1) When a student's suspension period expires, he/she should apply to his/her school for reinstatement within one month before the expiration date, and after examination by the Foreign Affairs Office, he/she should report to the Office of Academic Affairs for approval and record. International students who have not applied for reinstatement after the suspension period will be treated as automatic withdrawal.

(2) Students who have been suspended from school due to injury or illness shall submit a certificate of recovery of health when applying for reinstatement, and the certificate shall be issued by the local medical institution approved by the embassy and shall be reviewed and approved by the hospital designated by the college before the reinstatement procedure.

(3) Students who have resumed their studies shall, in principle, study with the next year of their original major. If the next year of that major is not enrolled, the school may arrange for them to study in a similar major.

Chapter 9 Academic Warning and Withdrawal

Article 37 Students status process is carried out in the second week of the first semester of each academic year. Students will be given academic warning if their cumulative credits of failed courses reach 16 credits or more but less than 25 credits after make-up examinations.

Article 38 Those who fail the courses with accumulated credits of 25 or more after make-up examinations will be given a warning to withdraw from the college and their embassy shall be notified as necessary.

Article 39 International students shall be withdrawn from the college if he/she has any of the following circumstances.

(1) If he/she has not submitted a written application for reinstatement within two weeks of the expiry of the suspension or retention period or if the application for reinstatement has been reviewed and failed;

(2) If he/she has not registered for more than four weeks without a valid reason;

(3) If, according to the diagnosis made by the school's designated hospital, he/she is unable to continue his/her studies due to illness or accidental disability;

(4) Failure to attend the school's prescribed teaching activities for two consecutive weeks without following the leave of absence procedures;

(5) The student has completed the study period and has not met the completion requirements;

(6) Reaching the withdrawal warning for the second time;

(7) Scholarship students whose scholarship status have been terminated and who are unable to study at their own expense;

(8) Those who voluntarily apply for withdrawal.

Article 40 For students who withdraw from school, the school shall issue a written decision on withdrawal and deliver it to students or by announcement, and report it to the relevant higher-level department for the record in accordance with the regulations.

The means of delivery include, but not limited to, email service; public announcement includes, but not limited to, posting an announcement on the website of the college, etc., which is deemed to have been delivered to the international students from the date of announcement.

Article 41 The withdrawal of international students shall be handled in accordance with the following procedures.

(1) International students shall complete the withdrawal procedures and leave the college and the country within two weeks from the date when they know or should know that the college has issued the withdrawal decision. The college shall report to the public security department to cancel their residence permits in accordance with the regulations.

(2) International students who are determined to be mentally ill, epileptic or other serious diseases or injured or disabled shall be taken away from the school and depart from the country by their families, guardians or embassies in time.

Article 42 International students who have objections to the decision of withdraw from school may submit an appeal in accordance with the Regulations on the Administration of Student Appeals of Jiangsu Urban and Rural Construction Vocational College within 5 working days from the date when the school delivers the decision.

Article 43 The Student Appeals Committee shall review the student's appeal and issue a decision on the review within 15 working days from the date of receipt of the written appeal and send it to the student or serve it by announcement.

The means of delivery include, but not limited to, email service; public announcement includes, but not limited to, posting an announcement on the website of the college, etc., which is deemed to have been delivered to the international students from the date of announcement.

Article 44 If an international student does not submit an appeal within the appeal period from the date of delivery of the decision on withdrawal or review, the college will no longer accept the appeal submitted by him/her.

Chapter 10 Graduation, Completion and Incompletion

Article 45 International students shall be allowed to graduate and be issued a graduation certificate after they have obtained the various credits and total credits stipulated in the cultivation program within the years of study stipulated by the college and have met the requirements for graduation.

Article 46 If, within the years of study, they have completed all the contents stipulated in the cultivation programme but have not met the requirements for graduation and do not meet the requirements of the withdrawal warning, they are allowed to complete their studies and are issued with a certificate of completion by the college.

Students who are enrolled in the graduating class but have not met the requirements for graduation and still have more than one year of study may submit a written application to their school in March of the same year, and after examination by the Foreign Affairs Office and approval by the Academic Affairs Office, their academic records will be assigned to the next year.

Article 47 Students who have completed more than one academic year of study and withdrawn from school shall be issued a certificate of incompletion by the college.

Article 48 The graduation certificate will be issued only once and will not be replaced in case of loss. In case of loss or damage of graduation, completion, incompletion and degree certificates, the school may issue corresponding certificates after verification upon application by the student. The certificate shall have the same effect as the original one.

Chapter 11  Supplementary Articles

Article 49 Matters not covered by these Measures shall be implemented in accordance with the Regulations on Academic Registration of Jiangsu Urban and Rural Construction Vocational College.

Article 50 These Regulations shall come into force on the date of promulgation and shall be jointly interpreted by the Academic Affairs Office and the Foreign Affairs Office.
